Peacefully at The Bridge Hospice, Warkworth on Monday June 30th, 2025 in his 63rd year. Beloved father of Darleen Packard (Jordan Carr) and Ashley Packard (Joshua Laycock). Cherished grandfather of Ava Carr and Laura Barba. Dear brother of Mary Learmonth (the late Bill), Hank (Kathy), Steve (Debbie) and Brian (Brenda). Bill will be lovingly remembered by his nieces and nephews and pre-deceased by his parents Winston “Dint” Packard and Betty Packard (ne Hempstead). Friends are invited to attend a graveside service at Shiloh Cemetery on Sunday July 13th at 11 am., followed by a celebration of life at Heritage United Church Hall (formerly Eden), 13784 Cty Rd. # 21, Colborne from 12 – 2 pm., with words of remembrance at 12:30. If desired donations may be made to The Bridge Hospice or Belleville General Hospital (Dr. Douglas A. MacIntosh Cancer Fund)

my first memory of Bill was a long time ago..he came up to me and said he loved Smokey Burgess.. google that one kids.. from that time on we always got along,and shared a ton of good times and laughs like all of us..I remember picking cucumbers or cleaning calf or pig pens out..tough work believe me.. but Bill would break out into a popular song at the time while hoeing gardens or wtv.. famously going slow motion like Steve Austin , the 6 million dollar man...even to the end ,Bill was right there with us...I'm so sorry you saw the "Dark side of the moon" and thank you to Hank and Kathy ,Steve and Brian etc for being there no matter what..To Dar and Ash and families, we the people of "Love Steet" will always be there for you.. like the mutton picnic.. you know where the creatures meet.. goodbye precious Bill..cousin,friend,brother Peter

To Dar, Ash, and the entire Packard family, I’m sending you all my deepest condolences. My heart is with you right now — and always. Billy… there honestly aren’t enough words to describe how much you meant to us. You were there for our family from the very beginning. A friend, a father figure, the best roommate anyone could ask for. The hardest worker I’ve ever known. You had this way of fully living in the moment and figuring it all out later. You had such a gentle and loving heart. You could tell the funniest stories that left us belly laughing, and other times you’d sit quietly, taking it all in. Hockey literally ran through your veins. I’ve never met someone who loved the game like you did — so passionate, so incredibly loyal to your family and friends. When my mom passed… and Kyle was working late… and I was having a tough time… you were just there. No fuss, no questions. You’d sit with me, throw on a movie, tell a story, or just hang out until I felt a little more like myself. I never told you how much that meant to me. And I wish I had. I thought we’d have more time. I really did. But I take comfort in knowing you’re at peace now — surrounded by your parents and your siblings. And I know, deep in my heart, that my mom is right there too. Thanking you for looking out for us. Because you did — in all the little, quiet, beautiful ways. Uncle Billy — that’s what Paityn called you. And she adored you. From high-fives in the garage to pool days in the backyard and quiet couch cuddles — those are the memories I’ll keep sharing with her. Because legends never die. And every time I hear The Doors, I’ll think of you. Rest in peace Billy - and I will look out for the signs. Love always, Katie

My condolences to the entire Packard family. Billy was the best line mate/room mate/friend I could have ever had. Always first to the rink and the last to leave, loved being around the guys and telling stories. Tremendously loyal, always encouraging, and a work ethic that was simply unmatched. Gonna miss you so much buddy but I will just keep sharing stories with everyone who joins Rampage about the legendary Billy, I know you loved a good story and we sure made some good ones! Thanks for everything you did for me and my family we love you so much, and we always felt your love too.
